Using crop tool, and radial blur

Open a photograph in photoshop of a flower with a round head. The intention being to keep the centre of the flower sharp and give the rest of the photo a radial blur. Alternatively select a subject to keep sharp and give the background a radial blur.

Using the crop tool set the ratio to 1:1 in the options and move the handles out to the edge of the original image. Make sure “content aware” is checked in the options panel and that “delete cropped pixels” is not checked. Click tick to confirm this is what you want.

Turn layer into smart filter ie filter-convert to smart filters

Select subject or use elliptical tool to select the centre of the flower.

select-modify-feather (with a 50 pixel feather for the flower to get a smooth transition)

select-inverse

filter-blur-radial blur (zoom amount about 70)

click ok
